Project Oversight: A Handbook for Operational Focal Points (OFPs) is designed to support OFPs in effective oversight and portfolio management of projects financed by the Global Environment Facility. It aims to provide information on relevant GEF policies, along with practical steps for planning and project oversight.
Project oversight is the responsibility of GEF Agencies that are, in turn, accountable to OFPs and the GEF Secretariat to report on progress and performance. Accordingly, this Handbook provides helpful information on how OFPs can contribute to project and portfolio oversight. Indeed, given the number of GEF projects in some countries, project-by-project oversight by OFPs would be an undue burden. Instead, it is recommended that OFPs remain up to date at a portfolio level, tracking progress relative to country expectations for environmental outcomes, and enhancing portfolio review, adaptive management, and knowledge sharing.
This handbook is a living document, subject to periodic updates to reflect evolving GEF policies and guidelines. Annex 1 contains a list of current GEF policies and guidelines, as well as other resources referenced throughout the handbook.
