Saba Kalam
Saba Kalam joined the Global Environment Facility Secretariat as a Climate Change Specialist in May 2025 and is part of the GEF Programming Division on Climate Change.
Prior to this, Saba served as a Program Specialist at the International Solar Alliance (ISA) Secretariat from 2022, where he led multi-country portfolios aimed at accelerating solar energy technology deployment, building institutional and technical capacity, and establishing solar technology resource centers across more than 10 countries in Africa, the Caribbean, and the Asia-Pacific regions.
From 2013 to 2021, Saba was part of the Climate Change Team at UNDP India, where he played a central role in designing and implementing large-scale climate change and energy programs funded by bilateral and multilateral climate finance institutions.
Earlier, from 2008 to 2013, he served as Senior Program Manager at the British High Commission in India, where he led the UK’s flagship Low Carbon, High Growth program. His work focused on policy development for energy efficiency, low-carbon technology transfer, and strengthening climate governance.
A postgraduate in energy management, finance, and rural development, he has authored and co-authored several publications in the field of climate change and sustainable energy.
